Mohamad Muzaffar Abdul Hamid, Director of the People Productivity Division, is actively involved in advancing Malaysia’s labour market reform, talent development, and productivity initiatives in line with RMK-13 aspirations. He contributes to national policy development through roles in wage and labour reform committees, focusing on workforce competitiveness, progressive wages, and industry-driven talent development.

With expertise in Regulatory Impact Analysis, Good Regulatory Practice, and productivity enhancement, he also supports regional capacity-building initiatives through the Asian Productivity Organisation (APO). Muzaffar holds a Bachelor’s degree in Economics (International) and an MBA, combining policy expertise with practical industry engagement.

As Executive Director of Shan Poornam Group, Rose led the transformation of a MYR 24 million SME trading company into a globally recognized ESG-driven enterprise with turnover exceeding MYR 650 million.  She established strong governance frameworks, P&L discipline, and an innovation-driven culture anchored in circular-economy principles. Recognized for her strength in corporate business development, she has secured and maintained long-term contracts with multinational and government-linked corporations—building enduring partnerships that ensure sustainable revenue growth and operational resilience.

Her leadership culminated in the Group’s 100% divestment to Cenviro, a Khazanah-owned GLC and recognized global leader in recycling and refining. Currently serving on the Board of the Penang Green Council (PGC Strategies Sdn. Bhd.), Rose contributes to public-private collaboration supporting Penang’s vision.  A Fellow of the Institute of Corporate Directors Malaysia (ICDM), she is recognized for advancing ESG policy advocacy and circular economy adoption across Malaysia’s industrial ecosystem.

In recognition of her leadership and contributions, she was promoted to Chief Executive Officer of Penang Green Council in 2026, further strengthening PGC’s strategic direction and impact. She has served as Special Officer to the State Minister of Welfare, Caring Society Environment under the portfolio of environment for 5 years. Nabila is Director of Government Affairs and Public Policy for Microsoft in Malaysia. As part of Microsoft’s Corporate, External, and Legal Affairs (CELA) team, she works with governments, industry associations, academia, and civil society to shape fit-for-purpose digital regulations that advance security, reliability, and inclusivity across the technology ecosystem. Prior to Microsoft, Nabila has spent over a decade working at the intersection of technology, policy and society. Her areas of expertise include digital infrastructure, data governance, cybersecurity and artificial intelligence, with a focus on skills development, digital inclusion, accessibility, and emerging technologies shaping the future of work.

In her previous roles, she led Southeast Asia public policy for Cloudflare, established the technology policy division at the Social and Economic Research Initiative (SERI), and led government affairs for Micron Technology (Malaysia). She holds an LL.B from SOAS, University of London, and an LL.M in Intellectual Property and Information Law from King’s College London.

Mr. Boniface Anak Edwin Manung is a veteran Malaysian civil servant with over 32 years of experience in economic planning, finance, and project management. He is currently the Undersecretary of the Technology Transfer and R&D Commercialisation Division at the Ministry of Science, Technology and Innovation (MOSTI). In this capacity, he plays a pivotal role in bridging the gap between scientific innovation and market viability, driving Malaysia’s competitive edge in the global tech landscape. 

Throughout his career, he has held senior roles in the Ministry of Economy, Economic Planning Unit (EPU), Ministry of Finance and MAMPU, Prime Minister’s Department. A seasoned leader in corporate governance, he has served on the boards of several major organisations including the Intellectual Property Corporation of Malaysia (MyIPO), Sarawak Economic Development Corporation (SEDC), Penang Port Commission (PPC) and Perlis Economic Development Corporation. Universiti Sains Malaysia Centre for Research on Woman and Gender (KANITA)

Noraida Endut is Professor and past Director (2013-2021) of the Centre for Research on Women and Gender (KANITA), Universiti Sains Malaysia (USM). Besides teaching and supervising postgraduate students, she is also lead researcher, co-researcher and consultant of several research and advocacy projects on women and gender in Malaysia, regionally and internationally. 

She has recently completed her term as a Permanent Member of Malaysia’s National Council of Women and Family (2023-2025). She is a Board Member of the State of Penang Women’s Development Corporation (PWDC) and the Deputy Head, Cluster of International Affairs of the National Council of Professors. She is also Vice President of the Asian Association of Women’s Studies (AAWS) and was a Board Member of the International Women’s Rights Watch Asia Pacific (IWRAW AP) [2013-2023]. She has conducted research and training for the Ministry of Women, Family and Community Development, International Human Rights Inc., the British Council, the British Academy and various United Nations agencies.  She has also provided training and expertise in capacity building programmes for women’s empowerment for the government, industry, civil society, community and international organisations.
